Fixed bugs and added features to $todo_fo:
Bug fixes:
- Fixed "Subject" -> "subject" case inconsistency in add_todo
- Fixed change_todo_priority saying "Status change" instead of "Priority change"
- Restored broken try/except in view_todo_comments and add_todo_comment
- Fixed remove_todo: added permission check (creator/wizard only) and broadcast
- Removed hardcoded #249:tell debug line from convert_todos
- Rewrote test_assign to use proper $test_runner assertions
New features:
- Added @todo completed to view completed todos
- Added proper help text (help $todo_fo)
