Created $haptics (#9400) GMCP package for Client.Haptics protocol

Server-side GMCP package for haptics system. Child of $gmcp_package, registered as Client.Haptics.

Verbs: send_actuate, send_stop, send_status, send_sensor_subscribe, send_sensor_unsubscribe (server->client).

Handlers: handle_Capabilities, handle_Sensor, handle_Stopped (client->server).

Convenience API: vibrate(who, intensity, ?duration, ?device_class), stop_all(who).

Player properties: .haptics_capabilities, .haptics_enabled on $player.

event_user_connected sends Status on connect. Corified as $haptics.
