Added travel_announce flag to $gpo for arrival notifications

$gpo.travel_announce property (default 0) controls whether arrive() announces "has arrived."
walk and run on #410 set travel_announce=1 before travel_to, clear on error.
Exit transitions don't set the flag, so no spurious arrival messages on room changes.
