Created $certificate_utils (#9417) with generate_keys, http_sign, http_verify verbs. Uses Python scripts via $executor for RSA-SHA256 per draft-cavage-http-signatures-12.

Added signed_fetch and signed_post to #9409 for authenticated Fediverse HTTP requests.

Added actor_keys, actor_url, key_id properties to #9409. 5 tests across both objects.
