Created $state_machine (#9423) - generic state machine waif class with initialize, transition, handle, terminate verbs. 4 tests.
Created $protocol_machine (#9426) - TCP protocol state machine extending $state_machine with run, send, recv, collect, close, log verbs. 2 tests.
Created $smtp_server (#9427) - SMTP server on generic service, uses $protocol_machine for the SMTP conversation. Handles EHLO, MAIL FROM, RCPT TO, DATA, RSET, NOOP, QUIT. Resolves email addresses to MOO players and delivers to their mailboxes. 1 test.
