Events Calendar: AM/PM time input support

Added $time_utils:parse_natural_time - accepts "3pm", "3:00 PM", "3:30am", "15:00" etc, returns HH:MM 24hr string.
Updated @ev add and @ev edit to use flexible time parsing.
Time prompts now show examples: "e.g. 3pm, 3:00 PM, 15:00".
TDD: test written first, 15 assertions covering all formats.
