$github_fo: GitHub Feature Object with @gh cmd_* dispatch

Created $github_fo (#9434) feature object with cmd_* dispatch pattern.

Commands: @gh user, repo, issues, pulls, search, rate, help.

@gh repo set <owner/repo> stores current repo per-player via feature data.

issues and pulls fall back to current repo if none specified.

Fixed $github:search to pass json_data=0 for GET query params.

Fixed $github:secret_account_name to use `player` for per-user credential routing.
