$github_fo: Added PATCH to #364, new commands (pr merge/checks/diff, issue create/close/reopen, release list/view/show, api, status), updated dispatchers and help
Added PATCH HTTP method to #364 Generic API Client verb names (was blocking issue close/reopen).
New $github_fo verbs: pr_merge, pr_checks, pr_diff, cmd_api, cmd_status.
New cmd_release dispatcher with release_list, release_view, release_show.
Updated cmd_issue dispatcher to include create, close, reopen subcommands.
Updated cmd_pr dispatcher to include merge, checks, diff subcommands.
Updated cmd_help with all 30+ commands.
Added try/except error handling to issue_create, issue_close, issue_reopen.
Fixed "null" body display in release_view and release_show.
