Plant lifecycle: added $plant:maybe_drop_seed for natural seed dispersal, integrated into tick cycle
Mature plants in outdoor rooms have 1/20 chance per tick to drop a seed into a nearby planter or onto the ground. Called from $plant:tick after on_tick_mature(). Also added test_seed_dispersal test. All 13 plant tests passing.
