Slice 2.5: combine diffusion + evaporation into tick_environment, auto-scheduled per atmosphere-owner

Added $area:tick_environment and $room:tick_environment — each calls tick_atmosphere then iterates water_surface objects calling :evaporate. Single SunNET-scheduled task per atmosphere owner instead of separate diffusion vs evaporation schedules.
Updated $area:start_ticking / :stop_ticking and $room:start_ticking / :stop_ticking to use tick_environment as the scheduled verb name; matchers accept both tick_environment and tick_atmosphere for migration safety. Bootstrapped Q's house (#1096), Trojanovich plaza (#1226), and greenhouse (#10111) onto the new tick.
Updated $area and $room scheduling tests to match either verb name.
