Add $list_utils:apply (list-first, fluent obj:verb mapper)

Added #55:apply(list, obj, verb [, @rest]): applies obj:(verb)(elem [, @rest]) to each element, returns list of results. Semantic sibling of map_args but list-first, so it is fluent-callable via list-proto (list:apply(obj, verb)) where map_args (object-first) cannot be. Verified by #55:test_apply (4 assertions green, incl. fluent {1.0,4.0,9.0}:apply($math_utils,"sqrt") => {1.0,2.0,3.0}). No existing verbs modified.
