Extend $list_utils:apply with builtin (single-string) form

apply now dispatches on selector type. STR selector => builtin form: call_function(funcname, elem, @rest), validates via function_info (returns E_INVARG on bad name, like map_builtin). OBJ selector => verb form (unchanged): obj:(verb)(elem, @rest). Both forms list-first and fluent via list-proto: {1.0,4.0,9.0}:apply("sqrt") and list:apply(obj,"verb"). Verified by #55:test_apply, 9 assertions green.
