Credchip bearer-cash PoC on the wallet rail + dispenser

Added #1917:load (load <N> onto chip): $econ:charge wallet, store on chip.amount. Redeem via take already deposits to wallet.

Fixed #1917:take verb args this-none-this -> this-none-none so "take chip" actually dissolves/redeems it (was never parser-invocable before).

Built Credchip Dispenser #20702 as a stocked child of generic vending machine #3037 (blank credchips, 5 credits, infinite); currently in q's lab.

Verified full loop live: buy blank (-5) -> load 100 (-100) -> take/redeem (+100), all through $wallet/$econ.
