FEDI Slice 2: player-facing ActivityPub and ATProto post/reply commands

Federated Social Feature #9624 now exposes discoverable @fedi post and @fedi reply commands with protocol-routed ActivityPub and ATProto behavior.

ActivityPub post/reply is live-proven. ATProto strong references require explicit at:// record URI plus CID, build parent/root maps for #10086, and reject missing provenance before network access.

Replies return and render reply mode plus in_reply_to provenance. Help documents syntax and ATProto requirements.

Verification: ten Slice 2 tests passed; live @test #9624 returned 46/49 with only the same three pre-existing identity/follower HTTP 404 tests failing; independent Codex review accepted the slice.
