Syntax: locate_by_name (STR <object name> [, INT <case-matters>]) => LIST

This function searches every object in the database for those containing <object name> in their .name property. If <case-matters> is true, matching is case-sensitive. The programmer must be a wizard, or E_PERM is raised.
