Syntax: shutdown ([STR <message>] [, ANY <unclean_shutdown>]) => none

Requests that the server shut itself down at its next opportunity. Before doing so, the given <message> is printed to all connected players. If the programmer is not a wizard, then E_PERM is raised.

The optional <unclean_shutdown> argument controls whether the server performs a clean or unclean shutdown:
- If 0 or not provided: The server performs a clean shutdown, saving the database normally.
- If 1 (or any true value): The server performs an unclean shutdown (panic), dumping the database to an output_database.PANIC file instead of the normal database. <message> will be printed to the server log.
